A preliminary draft. Open for public comment and suggestions.
I demand that there be held a public forum for reviewing and discussing the ultimate concerns of humanity, and that this be done in a timely fashion relative to the turn of the Millennium. If this demand cannot be met, then I will consider it to be my citizen's duty and my obligation as a potential witness to a larger truth to carry out the act of civil disobedience that will, within my power, be the most likely to precipitate such public discussion.
Immediately comes the question of whether there exist any ultimates, and, if so, whether they can be known to us. That is precisely what we must begin reconsidering. The answers to these questions may have a direct bearing on the continued survival of humanity.
Modern Truth has arbitrarily been divided between the secular and sectarian. This division is based upon an alleged dichotomy between the Material and Spiritual realms. Once we have allowed Reality to be arbitrarily divided in any such manner, everything else about us and our world becomes equally arbitrary, and equally meaningless.
It will not be easy for the Modern World to admit that its foundations are made of this clay, if you will. If it can be determined that the alleged dualism between mind and matter or between the spiritual and physical realms is probably a false dichotomy, then we will have to begin the very difficult process of rethinking our present civilization and the structure of all of its institutions.
I recognize that our present system of government and education is not disposed or constituted to address any fundamental new issues that cannot obviously be incorporated by simple modifications to the existing system of things.
Only in the face of imminent crisis will the Modern World reconsider the nature of its ultimate concerns. I cannot and will not precipitate such a crisis. But a person can perform an act of sufficient drama which might possibly serve to trigger a public rethinking of the nature of Reality, of the foundations of our World.
I have been preparing myself for this eventuality for at least the past twenty years. For the past five of those years I have deliberately included an official at Central Intelligence in the preliminary discussions. My liaison with the CIA has been overseen by a senior staff member of the Senate Intelligence Committee. I believe that it is now the time to bring these discussions into an appropriate public forum. This cannot be done without the acquiescence of some duly constituted public authority.
It is my further understanding that the final responsibility for the inauguration of a forum on ultimate issues must come from outside of the present system. I am not a subversive organization, I am not a cult. I am a private citizen acting in conformity with my own conscience, doing what I believe any other citizen with the appropriate resources and information would and should do.

Be clear that I am not questioning authority, I am merely questioning reality!
